Innovative models of Private Sector Engagement in Risk Reduction: Experience of Bangladesh

Dr. Takako Izumi

Associate Professor IRIDeS, Tohoku University, Sendai, Japan

Dr. TAKAKO IZUMI is an Associate Professor at the International Research Institute of Disaster Science (IRIDeS), Tohoku University, Japan since 2013. 

She also serves as Program Coordinator of the Multi Hazards Program under the Association of Pacific Lim Universities (APRU), which comprises 45 universities and academic institutes in the Pacific Lim. Her research interests include international and regional frameworks/strategies for disaster risk reduction (DRR), international humanitarian assistance, and DRR initiatives at the local and community levels. 

In May 2015, she has been appointed as a member of the UNISDR Asian Academia, Scientific and Research Advisory Group (ASTAAG) to support the effort of governments and stakeholders in the implementation of the Sendai Framework for DRR. She holds Ph.D. in Global Environmental Study from Kyoto University, Japan.  

Previously, she has almost 10-year experience with the UN agencies including the UN Office for the Coordination of Humanitarian Affairs (UNOCHA) for disaster response and its coordination in Asia, and the UN Office for the Recovery Coordinator for Ache and Nias (UNORC) to assist the recovery efforts after the Indian Ocean Tsunami. 

She also coordinated the organization of the UN World Conference on Disaster Risk Reduction (UNWCDRR) held in 2005 in Hyogo, Japan when she worked for the UN International Strategy for Disaster Reduction (UNISDR). In addition, she served as General Manager for the development, disaster response and DRR programs with an international NGO in Malaysia for 6 years.

Dr. Primitivo Cal

Executive Director, UP Planning and Development Research Foundation, Inc (PLANADES

   Dr. PRIMITIVO C. CAL is an ASEAN Engineer and is registered/accredited in the Philippines as a civil engineer, a transportation engineer, an environmental planner, a construction arbitrator and a lawyer. 

He holds bachelor’s degrees in civil engineering and in law, Master of Engineering (Transportation Engineering) degree, and Doctor of Philosophy degree in the field of transportation planning. He practices all his professions at the same time in his capacity as:

   • Executive Director of PLANADES since 2012, a consulting firm specializing in urban and regional planning;
• Accredited Construction Arbitrator, having handled more than 35 construction disputes since 2005; and
       • Consultant in the fields of urban and regional planning, transportation planning and infrastructure planning.

Dr. Cal used to serve as Undersecretary for Transportation during the Ramos Administration and Dean of the UP School of Urban and Regional Planning, among others.

He is a Returning-Scientist Awardee of the Philippine Government and a recipient of awards from the Professional Regulation Commission as Outstanding Professional.

Atty. Rizwan Yousaf

Atty. RIZWAN YOUSAF, (B.A., M.A., LL.B., LL.M.), has been proving consultancy in New York since 1994. He is working with the Law Offices of Manuel B. Quintal, providing services on Insurance, Immigration and business law.  

Atty. Yousaf obtained his BA , MA  (major in Political Science) and his LL.B ( Bachelor of Laws) degrees from Punjab University Lahore, Pakistan, later in pursuit of his legal career he obtained his Master of Laws from New Your University (NYU) and Post Doctoral, LL.M from North Western California University, USA . 

His most admired legal writing was his Thesis on United Nations, titled as World – Court- Peace in Nuclear Pieces.  Presently, Atty. Yousaf engaged with the Law Office specialized in Insurance Claims, Immigration and Business Solutions. Atty. Yousaf is also a Licensed Realtor in the state of New Jersey USA, where he mostly buys and sells real estate for his investors for profit. 

Atty Yousaf held position of President of New York Pakistan American Lions Club from 1996 to 2001, where he achieved the highest Melvin Jones Award for his social services to poor and needy.

Dr. Eugen Tjong

     Dr. EUGEN TJONG is a Dutch entrepreneur and investor, with senior management and ownership positions in a wide range of enterprises, including Emperor Holdings Limited - a Hong Kong company focused on developing business within both the Asian and European markets. 

Dr. Tjong has had an active and on-going career in financial related businesses.  He has most recently been an advisor and shareholder to a number of number of Philippine and Overseas Companies that are focused upon attracting foreign investments to the Philippines.  

Specific investment areas include the development of manufacturing systems, risk management and assessment, infrastructure, construction, agriculture and tourism projects. Prior to his current roles, Dr. Tjong held senior management positions within several multi-national companies in Europe, the USA and Asia-Pacific, including most recently as Head of the Enterprise Business for Thomson Reuters Asia. 

Dr Tjong has a wealth of experience and a global commercial network that has required him to live in 10 countries in the last 30 years. Educated in the Netherlands and the United Kingdom, Dr. Tjong holds a number of business qualifications and a PhD in Civil Engineering and has served for three years in the military.

Dr. Indrajit Pal

     Dr.INDRAJIT PAL is presently working as Assistant Professor at Disaster Preparedness, Mitigation and Management at Asian Institute of Technology, Thailand. 

Prior to his present assignment, he was served as faculty member at Centre for Disaster Management at Lal Bahadur Shastri National Academy of Administration, Mussoorie, India (A Premier National Institute for training Indian Administrative Services Officers) for more than eight years. 

Dr. Indrajit Pal holds Ph.D. on Seismotectonic and Earthquake Hazard Assessment, two Master’s Degrees, one in Applied Geology and another in Sociology with urban sociology specialization. Dr. Pal also holds Diploma in Management. 

Dr. Pal having more than 14 years of experience on teaching, training, research, curriculum development, advocacy, consultancy primarily focused on Disaster Governance, Risk Management, Incident Command System, Disaster Risk Reduction, Hazard and Risk Assessment, GIS & Remote Sensing applications, Climate Change Adaptation and disaster risk management, Public Health Risk and Private Sector Risk Resilience etc. 

Dr. Pal authored and edited six books and published more than 55 research articles in national international journals, conferences and book chapters. In 2017 Dr. Pal has been recognized as “IRDR Young Scientists” by Integrated Research on Disaster Risk, Beijing, China.

Dr. Mark Morales

     Dr. MARK ANTHONY M. MORALES is an Assistant Professor from the University of the Philippines - School of Urban and Regional Planning (UP-SURP). 

He has a Bachelor’s degree in Architecture from the University of Santo Tomas in Manila, and a Master’s degree in Urban and Regional Planning from the University of the Philippines-Diliman campus. 

He taught part-time at the UST College of Architecture before accepting a full-time faculty position at UP SURP; acquiring tenureship in 2010. Mark spent 3 years in Japan working for his Doctor of Urban Engineering degree (Major in Urban and Regional Planning) at the University of Tokyo. 

Dr. Morales’ research interests are on the socio-spatial impacts of cultural development in cities with emphasis for the poor and marginalized, Transit-Oriented Developments (TODs), and Open Space Network Systems. 

Mark is currently Director for Training and Extension Services of UP-SURP, and member of UP Planning and Development Research Foundation’s Board of Trustees; the non-stock, non-profit foundation arm of UP-SURP which is engaged in research, consultancy and extension services in urban and regional planning and allied disciplines.

Mr. Karl Michael E. Marasigan

      Mr. KARL MICHAEL E. MARASIGAN is Acting Chief, Disaster Control Division and Head, QCDRRMO an enthusiastic and dedicated in extensive experience across all areas of service and operation management especially towards Disaster Risk Management in Changing Climate. 

He is an exceptional leader who has developed and motivated others to achieve set targets and demonstrated strong ability to manage projects from conception through to successful completion. A proactive individual with a logical approach to challenges and perform effectively even a highly pressured working environment. 

He has been supervising Disaster Preparedness and Mitigation Trainings and Seminars for Government and Non – Government Organizations to include inspection of disaster vulnerable areas and lead the Quezon City Rescue in providing the highest standards towards medical care to victims of disaster within the city. 

Mr. Marasigan has attained B.S. in Respiratory Therapy from Emilio Aguinaldo College and Master Degree in Public Administration from the Lyceum of the Philippines. He has been resource person for Local and International forums, conferences, seminars, workshops and symposiums. 

He has attended substantial number of local and international meetings, conferences and events representing the Quezon City government. He has been the advocating partnership building on Disaster Risk Reduction and Climate Change Adaptation.
